As per University Grants Commission Notification on the Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 and in pursuance to the Judgment of the Hon'ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, St. Wilfred's College of Arts, Commerce & Science and its Constituent Colleges constituted the Anti-Ragging Committee as per the UGC Regulations. Ragging is a criminal offence and UGC has framed regulations on curbing the menace of ragging in Higher Educational Institutions in order to prohibit, prevent and eliminate the scourge of ragging.

Objectives

To prevent ragging in all its forms from universities, colleges and other educational institutions in the country by prohibiting it by law, preventing its occurrence and punishing those who indulge in ragging as provided for in these regulations and the provisions of these regulations shall be given wide publicity by the institutions.

Roles and Responsibilities of Anti-Ragging Committee, St. Wilfred's College of Arts, Commerce & Science

The Committee for the objectives of these Regulations, constitute a Mentoring Committee to individual enrollment college consisting of students volunteering to be Mentor for freshers.

Anti-Ragging Committee: The Anti-Ragging Committee on Ragging will coordinate with the institutions to monitor the activities of the Anti-Ragging Committees, Monitoring Committees, Anti-Ragging Squads and Mentoring Cells at the level of the institution, to ensure compliance with the provisions of these Regulations as well as the provisions of any law for the time being in force concerning ragging, and also to identify the systemic lacunae, if any, in the implementation of these provisions, counseling services, etc. and regarding the incidents of ragging, the problems faced by other officials, etc. This Committee shall also review the efforts made by institutions to publicize anti-ragging measures, soliciting cooperation of parents/guardians, and shall monitor the conduct of orientation and sensitization programs and shall be in constant contact with the Heads of institutions and shall keep abreast of the decisions of the Anti-Ragging Committees etc.

The Anti-Ragging Committees shall coordinate with the institutions to achieve the objectives of these Regulations and the Anti-Ragging Committees shall call for reports from the Heads of institutions in regard to the activities of the Anti-Ragging Committees at the institutions and it shall keep itself abreast of the decisions of the Anti-Ragging Committees etc.

The Anti-Ragging Committees shall also review the efforts made by institutions to publicize anti-ragging measures and train students, such as conducting orientation year to abstain from ragging activities and shall function as the prime mover for initiating action for amending the Statutes or Ordinances or Bye-laws to facilitate the implementation of anti-ragging measures at the level of the institution.

What Constitutes Ragging?

1. Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling any other student with rudeness.
2. Indulging in rowdy / gangster / disruptive activities which cause or is likely to cause annoyance, hardship, psychological or physical harm, raise fear or apprehension in a fresher or a junior.
3. Asking the student to do any act or perform something which has the effect of causing or generating a sense of shame or embarrassment that adversely affects the physique or psyche of a fresher or a junior.
4. Teasing, embarrassing, humiliating, assaulting or using criminal force intimidation, wrongful restraint, wrongful confinement, causing grievous hurt, extortion, molesting, committing unnatural offences, causing death or abetting suicide.

Prohibition of Ragging

1. Ragging within the University campus including its hostels, departments and hostels is strictly prohibited.
2. Ragging in any form in the private buildings where University students stay is also prohibited.
3. No person including students / staff / faculty shall participate or abet or propagate ragging in any form.
